The new power plant will deploy Mitsubishi Power’s M701 JAC gas turbine with 30% hydrogen co-firing potential, helping to meet the Singaporean net-zero emissions target by 2050.

PacificLight Power (PLP) granted an engineering, procurement, and construction (EPC) contract to Mitsubishi Power and Jurong Engineering (JEL) to develop the largest, high efficiency combined-cycle gas turbine (CCGT) power plant on Jurong Island, Singapore. The 670-MW facility can power over 965,000 four-room flats, with the capability to operate on 30% hydrogen currently and 100% hydrogen in the future. It’s scheduled to begin operations in 2029.

“This project represents a significant leap forward in PacificLight's decarbonization journey and our commitment to powering Singapore with cleaner, more resilient energy,” said Yu Tat Ming, CEO of PLP. “By investing in large-scale energy storage and hydrogen-ready technology, we are future-proofing our infrastructure to meet future energy demands. We are proud to partner Mitsubishi Power and Jurong Engineering in advancing Singapore's sustainable future for generations to come.”

The plant will feature a large-scale battery energy storage system (BESS)—a first for CCGT units in Singapore. BESS allows dynamic energy management to match electricity supply with grid demand. Also, Mitsubishi Power’s M701 JAC gas turbine will drive the power plant with hydrogen co-firing potential, helping to meet the Singaporean net-zero emissions target by 2050. The turbine exhibits more than 64% combined-cycle efficiency and proven reliability over three million operating hours.

“Mitsubishi Power is honored to partner with JEL to build PLP's project that would support Singapore's growing electricity needs and broader energy transition goals,” said Daichi Nakajima, Executive Vice President, Mitsubishi Power. “Our hydrogen-ready gas turbines, along with the integration of BESS, contribute to future-proof infrastructure crucial to Singapore's decarbonization goals. We are committed to working alongside our partners to support this large-scale development in Singapore's energy sector.”

Currently, PLP owns and operates an 830-MW CCGT facility and a 100-MW Fast-Start Ancillary Services facility on Jurong Island. The 830-MW location is among the most efficient and reliable combined-cycle power plants in Singapore.

“The development of the CCGT plant marks an important step in advancing the nation's cleaner energy goals,” said Koichi Watanabe, CEO and MD, JEL. “Drawing on our experience in large-scale EPC projects, along with Mitsubishi Power's track record in highly efficient gas turbines, this collaboration reflects a synergy and commitment to delivering this large-scale facility to the highest standards. In support of PLP, we look forward to helping to enhance the resilience and flexibility of Singapore's power systems.”

Since the early 2000s, Mitsubishi Power has maintained a presence in Singapore by providing advanced power generation systems for CCGT power plants, supporting the nation’s energy infrastructure. JEL and Mitsubishi Power have delivered two M701F and three M701 JAC gas turbines, including those supplied for this project.

Dammam Assembly Facility

Recently, Mitsubishi Power inaugurated the first-ever JAC gas turbine assembled in Saudi Arabia’s Dammam Assembly Facility, representing a significant milestone in the company’s 60-year partnership with the Kingdom. The Dammam Assembly Facility assembles heavy-duty gas turbines, such as the M501 JAC, positioning the Kingdom as a regional hub for advanced power generation solutions and accelerating Saudi Vision 2030.

This M501 JAC gas turbine will be delivered to the 475-MW Amiral Cogeneration Plant in Jubail, Saudi Arabia, supplying electricity and steam to the Saudi Aramco Total Refining and Petrochemical Co.’s petrochemical complex.
